授業の目的　【日本語】
【授業の目的】地球環境問題に適用される国際的なルールとしての「国際環境法」の基礎と、地球環境問題に取り組むための「グローバル環境ガバナンス」を理解することを目的とする。
【授業の到達目標】環境保護をめぐる課題解決のための手法とアクターの多様性を理解し、課題解決への積極的可能性を考えていく。

【Course Aim】This course aims to provide a basic framework to understand "international environmental rules" between states that apply to global environmental problems, but beyond international law, the course is framed to highlight various "global environmental governance mechanisms" that address environmental problems.
【Course Objective】By the end of this course, students will be able to understand a variety of actors and approaches related to solving environmental problems and explore possibilities of tackling the problems.

授業の内容や構成

授業構成としては、まず、１．地球環境問題をめぐる基本的な制度デザイン（アクター、規律手段、履行方法）を理解した上で、２．地球環境問題のケースを扱い、さいごに、３．実際に地球環境問題を研究する手法を身につける、という流れになっている。

次の３つのテーマに分けて講義、ディスカッションを行う。
１　地球環境問題をめぐる国際秩序、グローバル・ガバナンスを理解する
（１）地球環境問題をめぐる多様なアクターの把握
（２）問題解決の手段：条約とソフト・ロー、プライベート・レギュレーション
（３）環境レジームとその他のレジーム間の関係を考える
（４）約束の実施の方法：裁判所の利用とそのほかのソフトな手段、国家による一方的措置　
　　　　　　　　　　　　
２　具体的な地球環境問題を（上記の観点から）考える
（１）気候変動政策
（２）化学物質規制
（３）廃棄物問題

３　フィールドワークの技法：各自のテーマでアクターをマッピングしてインタビュー計画をたてる

The course will be organized as follows: 1.for the first few weeks, to consider the fundamental institutional design (actors, regulatory tools, implementation methods) to tackle global environmental problems; 2. then, to discuss different examples of global environmental problems; and 3. lastly, to get to know fieldwork skills and methods that can be used when interviewing various actors regarding global environmental issues.

1. Understand international order and global governance concerning global environmental problems:
(1) Who are important actors in global environmental governance?
(2) What kinds of regulatory tools do we have to solve environmental problems?: Treaties, soft law, and private regulation
(3) What are the relationships between environmental regimes and other regimes?
(4) What kinds of methods are available to implement commitments?: Courts, other soft tools, and unilateral measures

2. Case Studies:
(1) Climate Change
(2) Chemicals
(3) Wastes

3. Guide to fieldwork interviewing skills: How do you approach interviews with actors in your own research topic?

◎　 At each class, discussion questions to prepare for next class are set out for assignment.
履修条件・関連する科目
成績評価の方法と基準
（１）平常点（出席と議論への参加）50%、（２）学期中のプレゼンテーションの評価50%、で点数をつけ、100点満点で60点以上を合格とする。毎回のクラスにおけるディスカッションへの参加は、すべての学生に期待される。合格の基準は、国際環境法およびグローバルな環境ガバナンスの特性を理解し、その機能を批判的に検討できているかどうかである。
This course is assessed by two components: (1) class attendance and class discussion participation: 50 % and (2) in class presentation: 50%. The score above or equal to 60 is a passing grade. Participation in class discussions is expected of all students. To receive a passing grade, students must understand the feature of international environmental law and global environmental governance and be able to critically evaluate the ways in which these instruments are operating.

There is no principal textbook that is required to purchase for this class, however, reading materials are to be informed during class.
