【授業の目的】
環境問題は政治的な問題である。その解決にはまず、複雑な利害関係を考慮に入れて、意思決定(政策立案・決定)を適切に行うことが求められる。
また、そのためには「科学的知見」が持つ政治性を、批判的に理解することも重要である。
本演習は、こうした環境問題の政治的側面を研究する上で必須の、基礎的な素養を身に付けることを目的する。

この授業では,受講者が以下の知識・能力を身につけることを目標とする。
* 環境問題の概要やその政治的側面に関する知識。
* 環境問題が内包する政治的側面に対する批判的な視座。

The aim of this seminar is to provide an overview of the emerging field of environmental politics, and developing a critical perspective on the political aspect of environmental issues.

Upon completion of this course, students should be able to:

授業の内容や構成
■初回の授業は4/20に行う。当面はオンラインで実施する。そのための手順(Zoomのアドレスなど)はNUCTで連絡する。

【授業の構成】
環境運動史を通じて、環境問題の概要とその政治的・社会的特徴を把握し、環境政治を理解するための基礎的な素養を養う。
主な予定は以下の通りである。

5. The Anti-pollution Movement in Japan
6. The ‘Amenity’/Local Conservation Movement

また履修者は本セミナーで実施される研究倫理教育ガイダンスの受講を必須とする。

【授業時間外学習の指示】
各受講者は、次回の授業内容を予習して、議論できるよう準備をするとともに、リーディングリストに記載されている各回の設問に対する回答を用意すること。

【Contents】
This is a seminar in environmental politics.
Environmental problems are as political as they are scientific, economic, and aesthetic. For example, they present serious choices in decision-making, not only about what is to be done, but also about how it gets done. This may be rephrased as a question of whether democracy is compatible with environmental conservation. In addition, scientific knowledge, which environmental decision-making relies on, is not free from political influence.

In this seminar, students will study the history of the environmental movement in order to familiarise themselves with environmental issues at large, as well as various actors/institutions/ideas involved in environmental politics.

The basic schedule is as follows, covering approximately one topic per week.

All participants are required to attend the guidance session on research ethics conducted as part of this seminar.

【Preparation/Review】
This is a seminar module. Its success and your achievement will depend upon your knowledge of the readings, your readiness to participate in discussion, and the quality of your oral and written work.


* Weekly readings should be done prior to each session.
* Students are expected to contribute to seminar discussions regularly. This requires that you come to the seminar prepared to discuss in detail the assigned readings and key questions for each session provided in the reading list.
