Goals of the Course(JPN) | | | 講義の目的は、資本主義経済による社会の発展と社会秩序を維持するための警察国家の拡大という、近代日本の天皇制国家の特徴を理解してもらうことにある。そのため、明治憲法下での治安法制、特に治安維持法の制定・運用を取り上げ、最新の研究成果をふまえ解説する。警察国家による社会統制の具体的実態について理解することは、単に特定の国家体制史を学ぶということに止まらない、権威主義体制を成立させている国家制度上の要因を理解するという意義がある。 |

Goals of the Course | | | The purpose of this lecture is to provide students with an understanding of the characteristics of the emperor-based state in modern Japan: the development of society through the capitalist economy and the expansion of the police state to maintain social order. In order to achieve this goal, we will focus on security legislation under the Meiji Constitution, especially the enactment and operation of the Law for the Maintenance of Public Order, and explain it based on the latest research findings. Understanding the concrete reality of social control by the police state is not merely a matter of learning the history of a particular state system, but also has the significance of understanding the factors in the state system that make authoritarian regimes possible. |

Objectives of the Course | | | The goal of this course is for students to acquire specialized basic knowledge of modern and contemporary Japanese political history, to develop the ability to make comprehensive judgments about the past and present, and to demonstrate the ability to make accurate decisions about contentious issues that arise over historical perceptions today. The ultimate goal of this course is for students to be able to conceive of issues by connecting history and the present, to discover issues on their own, and to argue about them based on materials and other sources. |

授業の内容や構成
Course Content / Plan | | ＜概要＞日本政治史１の続編（各論）である。天皇制国家の特徴である警察国家化とその強化が、帝国議会の立法を通じてどのように形成されたのかについて、帝国議会衆議院、貴族院の法案審議における議論をふまえながら、解説する。教科書の『明治憲法下の治安法制と市民の自由』の著者である渡辺治氏（一橋大学名誉教授）をゲスト講師として招き、特に治安維持法の制定、運用の変化について解説していただく予定である。
