 本講義では、行政および公共政策の理論全般について学習するとともに、日本の行政機構や公共政策の発展と特徴を理解し、受講学生が自身の出身国の行政の姿や公共政策の形成について各国との比較の観点からより客観的な分析の視点を得ることを目的とする。

Goals of the Course
This course is designed to introduce the basic concepts and various approaches in studying public administration and public policy. With the readings of basic concepts of public administration and policy, and understanding of the development and characteristics of Japanese public administration and policies, students are expected to obtain the comparative analytical framework of the state of public administration and policies in their home country.

At the end of this course, students should be able to do the following:

1) Explain the general theories of public administration and public policy
2) Explain the development and characteristics of Japanese public administration, bureaucracy, and public policy from a comparative perspective.
3) Understand the characteristics of public administration and public policy in their home country from a comparative perspective, and consider the directions for improvement of government and public policy.
授業の内容や構成
Course Content / Plan
Work of government and its policies are integral part of our daily life. Public safety, health and wellness, vital economy, education, and other public values are ensured by the activity of government and its policies. Our contemporarily life is mostly shaped by the activities of government. The study of public administration and policy is concerned with what governments do, why they do it, and what difference it makes. With the standard textbooks of public administration and policy, students will first learn the general theory and analytical framework of government activities, such as bureaucracy, organizational theory, management, public policy process, and others. At the same time, students will learn the development and characteristics of Japanese public administration and policy, as a refence point for the comparative study. With both knowledge in theory and of Japan, students are expected to capture both unique and common characteristics of the government of their home country, and have analytical solutions for the betterment of government performance.

This course is scheduled to have each class for two consecutive period (3rd and 4th period) on Thursday from October 6th to December 1st. No class will be held after December 1st. Mode of the class style will depend on the pandemic situations and the university’s policies. In case of online class, we will use the Zoom, and class materials will be provided through the NUCT. Students are required to submit papers/presentations through NUCT, both in face to face and online class. Details of the class style will be announced later.

Reading Summary Submission 15%

Students are expected to read the reading materials prior to each class and active participation in the class discussion is strongly encouraged. From Class 3, students are required to submit reading summary of reading assignment every week. Reading summary should be only one paragraph for each reading, and it should be complied in one page (A4). Reading summary should be submitted by 9:00 am of each class day.

Besides every class reading summary submissions, students will be assigned to make presentation (20 to 25 minutes) to summarize the topic and reading materials in an assigned class (from Class 3), and applying its theoretical or analytical framework to the government/policy of their home country. Number of presentations per student and/or number of presentations per class would depend on the size of class. Presenters are required to present the underlying key questions in each topic and its implications to their home country, and to be fully ready for the following discussion with instructor and among students.

In addition to every class presentation, all students are required to make presentation on comparative analysis of public administration and/or policy between two countries (most probably between Japan and students home country) in Class13 and 14. Presenter can pick up the concept and/or theoretical framework which is most relevant to his/her research interests and study area. Number of presentations and style of presentation (by individual or by group) will depend on the size of registered students.

In the final paper, students are required to write comparative analysis of public administration and/or policy between two countries (most probably between Japan and the students home country), by applying one or two concepts/theoretical framework learned in this course. Or student can write a critical literature review essay by examining theoretical approaches learned in the course. Final Report Submission Due Date will be accouched later. It should be in word format with 10-12 pages, double space, and 12 points times new roman style, via NUCT.

Students are expected to read reading materials and to be ready for the discussion prior to each class. Each student is required to have every class presentation, and comparative analysis presentation (in Class 13 and 14) at least one time each.
