Goals of the Course
Education is implemented in the context of a country's history and society, and it is important to observe an education phenomenon considering both history and society aspects. Educational policies have been developed and implemented historically based on the framework of countries and regions. However, there have been common international educational development goals applicable as a framework for many countries and regions recently. In this situation, developing countries can be readily influenced by discussions about education with developed countries and the impact of macro educational policies promoted by international aid agencies to ensure education and development in their countries. Developing countries face many complex phenomena, challenges, and social changes. This course considers the educational situation and social change in developing countries by reviewing well-known books, the most recently published papers and reports by researchers and practitioners globally, and UNESCO's global education and monitoring reports.

Objectives of the Course
Based on the understanding that education and social change influence each other, students understand the educational challenges and social changes faced in the world. Students will be expected to propose a suggestion for promoting international educational development cooperation and policies in the future through the course.
授業の内容や構成
Course Content / Plan
The first week (session 1) provides an introduction to education and social changes. In the following weeks (sessions 2–4), this course describes the process of educational development in Japan, which has faced similar challenges to developing countries twice in the past, that is, when introducing the modern education system in the Meiji era and after World War II. Learning from the findings and lessons from Japan's experience on education and social change, we will set out to find a possible solution for the current challenges faced by developing countries (session 5-6, group work). Students are expected to develop their logical thinking skills through reading materials and small group discussions. From session 7, this course gives several case studies and examples on education and social changes with a focus on globalization in current education policies and international educational development goals. Furthermore, we review barriers developing countries face in establishing education systems and dissemination, such as political unrest, armed conflict, and natural disasters. Finally, once they have understood the current educational challenges and context of social change – and the latest trends in education to achieve Goal 4 of the SDGs by 2030 – students should be able to make suggestions for promoting international educational development cooperation and policies in the future.

This course mainly covers the following several topics:

- Introduction to education and social change in the world
- Japan's education experience of dissemination and development
- Globalization and education policy
- Current barriers to educational dissemination and development
- Education and social change in the developing world
- Education and COVID-19 as a natural biological disaster

* Other topics are also added according to the class progress and student's interest.

Course Evaluation Method and Criteria
- Individual paper: 40%
- Participation includes discussion and contribution to the class: 30%
- Presentation of group work: 30%

Credit is given to C- (C if applicable) or higher grade for each criterion.
