Goals of the Course | | 【Aims】
This course is aimed at enabling the students to deepen their understanding of basic concepts in environmental governance and also of the role international organizations play in solving global issues including global environmental problems in order to acquire the trans-disciplinary perspectives necessary to address global environmental issues.

At the end of the course, the students will be able to understand from the perspective of global governance the nature of the rules that international organizations in the UN family have created with regards to these issues, and also the way in which international organizations have induced the states and firms to comply with these rules through various international institutions. |

以下のテーマについて講義及びディスカッションを行う。また授業時間外には、指定図書や論文の予習および復習ならびに、自主的に口述発表の準備が求められる。
1. グローバル・ガバナンスと国際組織
2. 国際社会の組織化
3. 国際組織の自律性と組織変化
4. 国際通貨基金（IMF）の創設と組織的適応
5. 世界銀行（IBRD）の創設と組織的学習
6. ガット（GATT）・世界貿易機関（WTO）の創設と組織的低迷
7. 国連環境計画（UNEP）の自律性と組織的低迷
8. グローバリゼーションと国際制度の不均等な法化
9. プライベート・レジームの台頭
10. 多中心的なガバナンスと国際組織による「オーケストレーション（orchestration）」
11. 「企業と環境」をめぐるオーケストレーション：CEO Water Mandateの場合
12. 「企業と人権」をめぐるオーケストレーション：国連企業人権指導原則（GPs）の場合

The following themes will be covered in the form of lectures and discussion. The students are also required to read the assigned materials before and after each class, and also to prepare oral presentations on a voluntary basis.
1. Introduction: international organizations as agents of global governance
2. The development of international organizations in international society
3. The autonomy of international organizations and patterns of organizational change
4. The creation of the International Monetary Fund (IMF) and its adaptation
5. The creation of the World Bank and its organizational learning
6. The creation of the GATT/WTO and its organizational paralysis
7. The limited autonomy of the UNEP and its organizational non-growth
8. Globalization and the unbalanced legalization of multilateral institutions
9. The institutional void and the rise of private regimes
10. "Orchestration" by international organizations in poly-centric global governance
11. "Orchestration" in the field of business and environment: the case of CEO Water
Mandate
12."Orchestration" in the field of business and human rights: the case of the UN Guiding

Course Evaluation Method and Criteria | | | 学期末試験（100%）で評価する。C評定以上を合格要件とする。 | | The students will be evaluated according to their scores of the final examination. A minimum grade of C is required to receive a passing grade. |
