Goals of the Course
This course will introduce students to higher education policy and explore the settings, influences, and outcomes of the policy-making process. We will explore governmental structures and powers, theories of the public policymaking process, and the role of institutional policy structures. The course will commence with an overview of public policy theory and research and the role it plays in higher education. The course will next examine the policymaking landscape at the state and federal levels, including the roles of institutional, national, and regional intermediary organizations. We will conclude with a discussion of current public policy issues facing higher education such as access and affordability, including the analysis of case studies.

Objectives of the Course
Students will learn about the dynamics of higher education policy from a systematic perspective, involving government, the public, educational institutions, students and their parents, along with other interests. Students will become familiarized about national and local governmental structures and powers, the policymaking that they are engaged in, and how these are integrated into policies of universities. They will also appreciate how government policies facilitate or inhibit the public's access to higher education, and its affordability. Students will be made aware of the conceptual frameworks of the policymaking process that emphasize policy subsystems, such as issue networks, advocacy coalitions, rational choice, policy diffusion, punctuated equilibrium, and research utilization.

Only students in attendance for more than two full days (or four half days) will be eligible for credit.
Attendance 30%, Participation 15%, Term paper 55%
Grading criteria:
A+ >90%, A 80-89%, B 70-79%, C 60-69%, F <60%
