授業の目的 【英語】 Goals of the Course | | This course reviews changing debates on poverty and social policy in the global context. First, we examine how poverty has been conceptualised and measured, and what changes have been made more recently in the geography of poverty. Second, we examine the concept and practice of social protection for poor people in developing countries. We are going to use the free online course ‘Social Protection: A Primer’ developed by the Centre for Social Protection at the Institute of Development Studies in collaboration with Irish Aid. Lastly, we conduct a classroom debate on what sort of programme design could bring maximum benefits to poor people in developing countries. |

授業の内容や構成 Course Content / Plan | | 1. Introduction: How do we understand poverty? 2-3. Different approaches to conceptualising and measuring poverty 4-5. The changing geography of poverty 6-8. Social protection: key concepts and policy instruments 9. Social protection and Covid-19 10-12. Social protection programmes around the world (student presentations) 13-14. Classroom debate on cash transfer programmes Students will be divided into two groups representing the ruling and the opposition parties of a developing country X. They will debate over the merits of Conditional Cash Transfer. 15. Summary discussion |

成績評価の方法と基準 Course Evaluation Method and Criteria | | Term paper (50%) and contribution to classroom discussions (50%). To pass the course, students must get the minimum of ‘C’ in each category. |
