Goals of the Course
This course is intended to introduce students to the Sustainable Development Goals (SDGs), which are forming the framework of the current UN Development Agenda, “Transforming our world: the 2030 Agenda for Sustainable Development,” and the work of the UN system and other main international organizations in implementing them. At just past the mid-point towards the 2030, we are surrounded by the unexpected situation. The course will begin by assessing the current situation, and looking at how the global process is trying to address these unexpected situations. We will be looking at the outcome of the SDG Summit (2023) and the global process lined up in the near future, including the Summit of the Future (2024), International Conference on Financing for Development (2025), while considering their effects on the implementation of SDGs. We will also consider the value of multilateralism. At the end, we will be looking at how the implementation on SDGs are going and how much more efforts need to be provided to the aim of Building Back Better.

Objectives of the Course
By the end of the course, students should be able to understand: i) How the Sustainable Development Goals are being implemented; ii) the roles of the relevant international organizations in implementing respective goals; and iii) how the global process is reacting to the recent unexpected developments.

Course Content / Plan
Classes will be organized as follows:

Part I: Introduction and where we stand:

Session 1: Introduction to SDGs: Current status: Political Declaration from SDG Summit (2023);
Unexpected developments: COVID-19, Ukraine, Gaza, etc.
Group discussion:
Submission on the choice of Group presentation: Country or city

Session 2: Where we stand: SDG Summit (2nd HLPF under the auspices of GA) in September 2023;
- HLPF and VNRs
- Political Declaration
- Rescue Plan proposed by SG
Repositioning development assistance:
- UNSDG: RC and UN Country Team (UNSDCF)

Session 3: Summit of the Future (Sept. 2024);
- A Pct for the Future
- Processes lined up
Group discussion:
: Decision on the Group for the presentation on the final day

Part II: Sustainable Development processes at the UN and UN system

Session 4: Consideration on “Environment and Development” at the UN::
- Commission on Environment and Development (Brundtlund Commission)
- UNCED / the Earth Summit: Rio Declaration, Agenda 21,
- Rio Conventions
- World Summit on Sustainable Development

Session 5: UN Conference on Sustainable Development (Rio+20);
- The future we want, A/RES/66/288

Session 6: United Nations Sustainable Development Summit;
Transforming our world: the 2030 Agenda for Sustainable Development (A/RES/70/1)

Session 7: The way ahead: the impacts of the unexpected developments on the implementation on the SDGs:
- A Pact for the Future: if it’s out, we will look at it; if not, we can look at the draft.

Session 8: SDGs need to be implemented towards 2030 with the aim of Building Back Better:
For countries: RC and Country team: UNSDCF

Session 9: For cities: SDG 11: Make cities and human settlements inclusive, safe, resilient and sustainable;
- Key to SDG 11
- SDG framework looking from SDG 11

Session 10: Integrated implementation of SDGs:
Case studies:
- National approach: Japan, Kenya

Session 11: Integrated implementation of SDGs:
Case studies:
- Sustainable cities: Toyama, Singapore, Bogota, Accra, Montevideo etc.

Session 12: Preparation for the Group Presentation: Group work;

Part III: Group presentations: UN Country teams and sustainable cities

Session 13: Group presentation: UN Country Team and the implementation of SDGs

Session 14: Group presentation: Sustainable cities and the implementation of SDGs

Session 15: Free Discussion on the course overall
- Take-home exam

Course Prerequisites and Related Courses
Basic knowledge of the UN system and that of international development are required.
成績評価の方法と基準
Course Evaluation Method and Criteria
Written exam (50%), Presentation (30%), comment papers, and contribution to class discussions (20%). Credit is given to C- or C (where applicable) or higher grade by assessing each criterion.
