Goals of the Course [ENG]
【Standardized across all programs】 This course is conducted in the form of a seminar with small groups. We will provide multifaceted intellectual training focused on reading (literature research, consideration, examination), writing (summary, report writing), and speaking (discussion, presentation) as the most basic skills (common basic) for learning and studying at university. Through this, our goal is to learn the "process of knowledge exploration" and "the fun of learning" and to acquire the independent learning ability. A wide variety of themes are prepared according to the research field of the instructors.

Objectives of the Course [ENG]
This course aims to familiarize students in the social sciences and humanities about current social, economic and political issues facing Japan, as well as to foster critical inquiry, analysis and debate. Rather than a traditional lecture, this course is designed as a student-centered, academic simulation of the Japanese House of Representatives (lower house of the National Diet), or Model Diet. Each student participant will be expected to role-play as a legislator, according to an assigned party affiliation and background profile. Student responsibilities will include researching select domestic or foreign relations issues, working with committees to propose bills and present position papers, engaging in debate over proposed bills, voting on bills, and finally, reporting to constituents.

Weeks #5-#7 First Session. During this period, you will be working with your first committee (group of three students) to compose three bills, three bill introductions, and three position papers. Work should be split evenly between your three members. Each member of your committee is responsible for writing one bill introduction and one position paper during this three-week session.

Weeks #8-#10 Second Session. During this period, you will be working in a new committee, with a different group of classmates, to compose three bills, three bill introductions, and three position papers. Work should be split evenly between your three members. Each member of your committee is responsible for writing one bill introduction and one position paper during this three-week session.

Weeks #11-#13 Third Session. During this period, you will be working in a new committee, with a different group of classmates, to compose three bills, three bill introductions, and three position papers. Work should be split evenly between your three members. Each member of your committee is responsible for writing one bill introduction and one position paper during this three-week session.

Academic Integrity Tutorial (3%)

Once you have read the syllabus and understood the basic organization of the course, please take the Academic Integrity Tutorial. This is a brief test comprising ten true-or-false questions and one brief written response. You can take the test as many times as you like, until you have attained the highest possible score. Once you have completed the tutorial, the first lesson module will unlock, and you can begin accessing the readings, video lectures, etc.

Legislator Profile (10%)

At our first meeting, each student will be assigned a legislator whom they will be role-playing for the duration of the semester. Prior to the start of our mock sessions, you will be asked to prepare a profile of your assigned legislator, based on research into his or her party affiliation, years in office, major accomplishments, etc. Students will present their profiles during our second class meeting.

Exam (5%)

Early in the semester, you will need to take a brief take-home exam, consisting of twenty multiple-choice questions about the Japanese Diet and Postwar and Contemporary Japanese Politics. All of the questions are based on material introduced in the first and second lesson modules. It exam itself will unlock once you complete the modules. Please complete and submit the exam by the third week of the semester.

Participation (27%)

Your active participation is key to the success of this class. Most important will be your participation in committee work with your fellow students, where you will work together to research ideas for bills and write them, and your participation in our nine mock session meetings, where you will introduce bills, present position papers, and engage in debate. Mathematically, your preparation and participation in each of the nine mock session meetings counts for 3% of your final grade--or a total of 27% for the nine meetings. Your participation in committee work will be assessed by means of an anonymous questionnaire, in which you and your fellow committee members will asses the relative contributions of each member in the group. You participation in mock session meetings will be assessed according to your observable level of engagement in debate, bill presentations, etc.

Bill Introductions (15%--3@5% each)

Over the course of the three mock sessions this semester, you will be working in three separate committees. During your time working with each committee, you will be required to present one bill introduction. A bill introduction is a brief (3 minute max) oral summary of the main provisions in the bill you are introducing. For more information about this assignment, please refer to the assignment description.

Position Papers (30%--3@10% each)

As noted above, you will be working in three separate committees over the course of the semester. During your time working with each committee, you will be required to present one position paper. A position paper is a brief (approximately 500-700 word, 7 minute max) persuasion piece that aims to convince other legislators to vote for the bill. For more information about this assignment, please refer to the assignment description.

Final Report (10%)

The Final report is a brief (500-750 word) report, addressed to one’s own constituency, which explains and defends bills that you have proposed and votes that you have cast over the course of the semester.

Study Load (Self-directed Learning Outside Course Hours)
A significant amount of work you be doing for this class will take place in a group setting. Over the course of three sessions, you will be working in committees of three students to brainstorm and compose bills. Much of this work takes place outside of class, so students should be prepared to spend anywhere between two to four hours per week outside of class in group and individual work.

Notice for Students
A few important things to note about this class: 1) Platform--We will be using CANVAS, not TACT. 2) Roleplay--Each student will be asked to role-play a legislator throughout the semester. 2) Groupwork--Each week, you will participate in debates and votes over bills. If you are not in class, or late to class, or absent from meetings with your group outside of class, it places a significant burden on your classmates and disrupts the workflow of this class. Therefore, please be mindful of your responsibilities to your committees and the class at large. Please be accountable for your own attendance and participation.
