Goals of the Course
The aim of this course is to help students acquire an understanding basic knowledge of international human rights law and to discuss specific problems/situations of human rights around the world from legal and political perspectives.
International protection of human rights has largely developed under the auspices of the United Nations. This course will focus on the status of implementation of UN human rights treaties nincluding Convention against Torture.

Objectives of the Course
The goals of this course are to
(1) Obtain basic knowledge about history and legal frameworks of international human rights protection.
(2) Analize and criticize the status of implementation of UN human rights treaties with empirical approaches.
(3) Assess the effectiveness of the present system and propose solutions for challenges of human rights situation over the world.

Contents:
1. Introduction
2. History of international human rights law
3. Framework of UN human rights treaties and implementation system
4. UN Convention against Torture: scope and obligation
5. Mandates of the Committee against Torture
6. Guidance of research and possible topics of presentations
7. – 14. Presentations
15. Final review

Basic knowledge of public international law is required.

Course Evaluation Method and Criteria
Your overall grade in the class will be decided based on the following:
(1) Class attendance and attitude in class 20%
(2) Presentation 30%
(3) Final report 50%

Textbook
The course uses a combination of relevant book chapters and official documents from the United Nations. Reading lists and compilations of documents for each class will be circulated on the first day.

Additional references other than reading lists, if necessary, will be announced during classes.

Study Load(Self-directed Learning Outside Course Hours)
Students are expected to read distributed materials and handouts prior to each class and to be prepared for discussions. And every student needs to make a presentation on an assigned topic at least once during the course.
