授業の目的 【英語】 Goals of the Course | | This course will provide opportunities for students to acquire skills, techniques, and knowledge to analyze policies and related issues critically. Conventionally, domains of educational administration and policy-making were almost exclusively about school-based education, and little attention has been paid. Nowadays, policy discussions without considering the learning that happens outside of school and by people outside of standard ages of schooling do not match with the realities of formation and usage of knowledge. This class will discuss policy issues in a broad scope and consider the relevance of policies and practices in it.
The class starts by analyzing the real education sector policies of a country from theoretical, organizational, operational, and financial perspectives. It will also discuss the global governance and normative framework of educational development, such as SDGs, which condition educational planning at the national level.
After examining diverse issues on global trends and national educational planning at the macro level, the latter part of the class will focus on specific issues that relate to the effectiveness and efficiency of educational administration and the school system. The weekly themes include governance, decentralization, measurement of learning outcomes, and curriculum development, among others.
Students are expected not only to consider policy-related issues in practical ways but also to recognize their drawbacks and limitations from multiple angles. Through cultivating such capacities of critical thinking, this class aims to develop the foundations of the professionals in the field of educational development. |

成績評価の方法と基準 Course Evaluation Method and Criteria | | Preparation for class discussion 30%
Preparation includes (1) reading the assigned articles/book chapters; (2) submitting comment papers in response to the questions given by the instructor
Class participation 30%
In the class, the instructor will lead the discussion based on the opinions raised in students’ comment papers.
Individual paper 40%
Students are assigned to write a paper on educational issues in relation to one or some of the theories learned in the class. Details will be explained later. The submission deadline of the paper is January 31, 2026,
Credit is given to C- or C (where applicable) or higher grade for each criterion. |
