Goals of the Course
This class is to learn about overall project/program evaluation methods. In particular, the seris of lecture will cover the conceptual framework for project evaluation, mathematical methodologies in cost benefit analysis and cost effective anaylsis, underlying economics theory, and current practices in multilateral development banks, particularly the World Bank (WB) and Asian Development Bank (ADB).

Objectives of the Course
The lecture will start with the overview of the development project evaluation followed by the foundation of micro/welfare economics. Throughtout the lectures, ample examples evaluation reports issued by the WB and ADB would be used. By doing so, the participants will learn about the objectives and purposes of project evaluation at different phases of project from identification, appraisal stage economic analysis, mid-term evaluation and post completion analysis. The lecture also highlights the sharp difference in evaluation carried out by the WB/ADB and those by NGOs as a case study and then explore why such differences arises from economics viewpoints.

The lecture will nurture the participants' knowledgeand practicial skills and knowledge on project evaluation, all of which are essential for those who endeavor for engaging in international development projects in the future.

There is no precondition to take this course.
成績評価の方法と基準
Course Evaluation Method and Criteria
Ability to understand and undertake a construtive but critical review on the concept and content of the actual project evaluation reports published by the World Bank and/or ADB. In particular, the following criteria would be used for grading:
- Class attendance and active participation (30%)
- Quality of Presention on 2 Assignments (50%)
- Final Report (20%)
Credit is given of C- or C (where applicable) or higher grade by assessing each criterion.

Textbook/Reference Book
Hand-out materials, mostly World Bank and ADB reports, will be provided prior to the respective lectures.

Prior to the class, the students are encouraged to take a look at the lecture materials and reference materials to be provided before the respective lectures. The students shall also review the lecture materials after completion of each lecture.
